  • Organizational Background:  Chebeague & Cumberland Land Trust (CCLT) is a member-supported 501(c)3 non-profit land conservation organization operating in the towns of Cumberland and Chebeague Island, Maine. Our mission is to permanently conserve and steward natural resources across our island and mainland communities for the benefit of current and future generations.

  • Project Overview: CCLT is seeking proposals from qualified contractors to construct an approximately 700 foot long, 18-foot wide re-claimed asphalt surfaced access road and a 6-car parking area with a re-claimed asphalt surface.

  • Project Location:  Watson Woods, 29 Turkey Lane, Cumberland, Maine 

  • Timing: 

    • June 18, 2026: RFP distributed

    • June 22 – 26, 2026:  On-site visits (upon request), and question and answer period. Please submit questions in writing to Penny Asherman, penny@ccltmaine.org. Responses to questions will be distributed to all firms requesting bid documents.

    • July 1, 2026, 5pm: Proposals due

    • July 3-6, 2026:  Maine Trail Program Review of bids, and bid award followed by notice to proceed.

    • July or August 2026: Anticipated project start date

    • September 30, 2026:  Project completion target date

  • Project Scope:  Please see attached engineering drawing package for specifications.

  • Proposal Requirements: Proposals must be complete and include all of the following to be considered responsive:

    • Contractor Qualifications

      • Legal name of contractor or organization and primary contact information (name, address,phone, email)

      • Description of relevant experience 

      • List of at least three (3) comparable completed projects, including project name, owner/client contact information, approximate contract value, and year of completion

    • Project Schedule:  Proposed start date, construction schedule and target completion date.

    • Cost Proposal

    • Insurance: The selected contractor must provide proof of the following minimum insurance coverage prior to contract execution.

      • Commercial General Liability: $1,000,000 per occurrence / $2,000,000 aggregate

      • Workers' Compensation: As required by Maine law

      • Automobile Liability: $1,000,000 combined single limit

      • Chebeague & Cumberland Land Trust must be named as an additional insured on the commercial general liability policy. 

      • A certificate of insurance must be provided prior to a notice to proceed.

  • Evaluation Criteria:  The contract will be awarded to the lowest qualified bidder. In the event of equal pricing, the proposed schedule and quality of references will be considered.

  • MTP Grant Compliance & Procurement Notice: This project is funded in part through a grant from the Maine Trails Program (MTP), administered by the Maine Bureau of Parks and Lands, Grants and Community Recreation Program. The following requirements apply to all procurement activities associated with this project:

  • This Request for Proposals constitutes a competitive bid solicitation as required by MTP procurement rules for contracts at or above $20,000.

  • The contract will be awarded to the vendor with the lowest qualified bid price, consistent with MTP requirements.

  • Bid tabulations and the intent to award must be submitted to and approved by the Maine Trails Program Grants and Community Recreation office prior to contract award.

  • No work may begin until CCLT has received all required MTP approvals.

  • Project sponsors must avoid conflicts of interest or the appearance of conflicts of interest in soliciting or awarding work on MTP-funded projects.

  • All contracts, invoices, and project records must reference MTP Project Number: MTP25105

  • The selected contractor will be required to acknowledge in contract documents that a portion of this project is funded by the Maine Trails Program administered by the Maine Bureau of Parks and Lands, Grants and Community Recreation Program.

  • MTP Acknowledgement Required: All contractor-produced signage, press releases, or published materials related to this project must identify MTP funding assistance per MTP program requirements.

    General Terms & Conditions

  • CCLT reserves the right to accept or reject any or all proposals, to waive informalities, and to select the proposal that best meets the needs of the project consistent with MTP procurement requirements.

  • CCLT may request clarifications or additional information from any proposer.

  • Proposals are binding for sixty (60) days from the submission deadline.

  • The selected contractor will be required to execute a written contract with CCLT prior to any work commencing.

  • The contractor is responsible for obtaining all required permits and licenses for the work performed. The Town of Cumberland Planning Board approved the project at its June 16, 2026 meeting. 

  • All work must conform to applicable local, state, and federal rules, regulations and laws.
